When an unclaimed or abandoned animal is admitted, shelters must inspect for tattoos, ear tags, or other permanent identification and scan for microchips. If an animal's owner or registered agent cannot be located within 72 hours, shelters must attempt to contact any secondary owners listed in microchip registries. The bill also maintains existing requirements that animals be vaccinated against infectious diseases and accompanied by a health certificate issued within the prior 14 days before transfer. An important provision stipulates that the new requirements will take effect two years after the commissioner of agriculture certifies that an animal records database is operational, allowing shelters time to prepare for the changes.
