This bill establishes a task force to study the feasibility of creating cosmetology-related programs in northern New Hampshire, specifically exploring the potential for a joint program between White Mountain Community College and the Berlin Regional Career & Technical Center. The task force, composed of representatives from the department of education, White Mountain Community College, the Community College System of New Hampshire (CCSNH), and local school administration, will investigate needs and opportunities in the region, staffing and funding requirements for a licensing program, opportunities for co-location and joint staffing with CCSNH and the Berlin Career & Technical Center, the feasibility of serving students from other high schools, the inclusion of a public salon, funding sources for facilities and equipment, and the possibility of establishing such a program by September 1, 2027. The task force is required to report its findings and recommendations by June 1, 2027, and the department of education may use funding from the Carl D. Perkins Career and Technical Education Act to cover study costs. The bill also amends existing law to clarify that regional career and technical education programs can be located on community college campuses or jointly established by community colleges and career and technical education centers, and the task force provisions are set to be repealed on June 30, 2027.
