This bill modifies existing state law by adding two new definitions to clarify terms related to animal breeding and transfers. First, a "residential breeder" is defined as an individual who breeds dogs or cats within their primary home, not in a separate facility, and who transfers no more than 50 dogs and/or cats in a calendar year. The residential breeder must raise litters in a household setting, integrated into the family environment, and is prohibited from importing animals for transfer. Second, an "imported animal" is defined as the offspring of any animal that was imported into the state while pregnant, with the stipulation that if the pregnant female meets importation requirements, her offspring will also be considered to have met those requirements. The bill will take effect 60 days after its passage, providing a short transition period for breeders and animal transfer professionals to understand and comply with the new definitions.
