This bill establishes the New Hampshire Solid Waste Site Evaluation Committee (SWSEC), a new 7-member committee responsible for evaluating and issuing certificates for major solid waste disposal facilities with an annual waste acceptance rate greater than 100,000 tons. The committee will conduct comprehensive reviews of proposed facilities, examining impacts on local, regional, and state interests, including visual aesthetics, property values, tourism, wildlife, traffic, noise, and economic development. Key provisions include requiring detailed application materials, conducting public hearings, and establishing a structured process for reviewing and potentially approving or denying facility proposals. The bill mandates that the committee prefer expansions of existing landfills or brownfield sites over new greenfield locations, and creates a dedicated non-lapsing fund to support the committee's operations through application and filing fees.
