This bill allows New Hampshire solid waste management districts, which are regional entities established to manage waste, to receive payments from the solid waste management fund. This fund is intended to help municipalities and now, these districts, offset costs associated with the solid waste disposal surcharge, a fee levied on waste disposed of in landfills, incinerators, or waste-to-energy facilities. The payments will be based on the amount of solid waste for which the district was responsible for disposal, and specifically, payments to districts will only reflect the surcharge paid for waste generated by municipalities within that district. The bill also clarifies that rulemaking procedures for administering these payments will need to account for the unique situations of districts and municipalities that own and operate disposal facilities.
