This bill establishes a three-year pilot program in counties with over 950,000 residents to provide nursing services to students in nonpublic schools. A "county consortium," defined as a nonprofit entity representing a group of nonpublic schools in an eligible county, will receive funding from local boards of education. This funding is equivalent to the state aid that would otherwise be provided to school districts for nursing services to these nonpublic school students, as established by P.L.1991, c.226 (C.18A:40-23 et seq.). The consortium is responsible for providing these nursing services, and any unspent funds must be returned to the state. The Commissioner of Education will notify nonpublic schools about the program, and participating schools must formally indicate their intent to join the consortium. The consortium must also provide assurances of its capability to deliver these services and will undergo an annual audit. After two years, the Commissioner will report on the program's implementation and recommend whether it should be continued statewide. The State Board of Education will create necessary rules to implement this program.
