This bill authorizes the sale of up to $10,000,000 annually in "turnpike toll credits," which are essentially credits related to toll road usage, to fund a new "noise barrier construction fund." This fund will be used for designing and building noise barrier projects, specifically those meeting "Type II noise barrier criteria" which are defined by the Department of Transportation's guidelines for highway traffic noise. The sale of these credits is contingent on there being enough credits available to cover the state's required matching funds for federal transportation money over a five-year period, and the sale requires approval from the fiscal committee and the joint legislative capital project overview committee. The revenue generated from selling these credits will go into a non-lapsing, continually appropriated fund for the Department of Transportation, which can then use it for noise barrier projects, also subject to committee approval. The bill also designates this new fund as a dedicated account and sets an effective date of July 1, 2026.
