This bill modifies the existing law regarding the sale of the Anna Philbrook Center for Children, a property located in Concord, New Hampshire. The bill requires the Department of Health and Human Services to develop a transition plan that ensures uninterrupted services for current clients before vacating the facility. The department must collaborate with the current provider and consider alternatives consistent with their "mission zero" initiative. Once the transition plan is finalized, the Commissioner of Administrative Services is authorized to sell the property, first offering it to the city of Concord and then to Merrimack County at fair market value. If neither entity accepts the offer by January 1, 2026, the commissioner must issue a request for proposals to sell the property, with the sale to be completed by June 30, 2027. The bill also requires quarterly reports on the sale's progress to be submitted to the fiscal committee of the general court, and specifies that all proceeds from the sale will be deposited into the general fund. The bill adds a reference to RSA 4:39-a in the existing statute and will take effect immediately upon passage.
