This bill establishes a task force to study and develop a sustainable funding source for the cyanobacteria mitigation loan and grant fund, which helps address harmful algal blooms in New Hampshire's water bodies. The task force will consist of various legislative members, state officials including the governor or their designee, the commissioners of transportation and environmental services, and representatives from river and lake associations. The task force is directed to explore options such as a voluntary decal program for watercraft, a license plate decal, a portion of failed septic design application fees, reallocation of certain transportation mitigation funds, and programs at the department of transportation to improve stormwater infrastructure to reduce cyanobacteria. The task force will report its findings and legislative recommendations by January 1, 2027, and the section establishing the task force will be repealed on that date.
