This bill establishes a comprehensive commission to review draft education rules related to minimum standards for public school approval and state academic standards in New Hampshire. The commission will consist of 20 members representing various educational stakeholders, including school administrators, principals, curriculum experts, teachers from elementary, middle, and high school levels, and a competency-based education expert. The commission will be responsible for recommending language that supports competency-based education principles, maintains high-quality school standards, incorporates research-based practices, ensures accountability, and provides professional learning opportunities for educators. Members will serve between 3-6 years and will be required to elect a chairperson, with the first meeting to be held within 45 days of the bill's effective date. The commission must report its recommendations to the New Hampshire Department of Education and State Board of Education within 120 days of receiving draft education rules, and all of its meetings and reports will be publicly accessible. Decisions will be made by a simple majority vote, and the commission can hold additional work sessions with educators to complete its review process. The bill will take effect 60 days after its passage.
