This bill allows municipalities, cities, and towns in New Hampshire a grace period to adopt or re-adopt a simple-majority tax cap override procedure. Specifically, the bill provides that municipalities which adopted tax cap provisions before September 13, 2025, can vote to re-adopt previous provisions of the tax cap law. This re-adoption must occur through a vote taken in accordance with existing local meeting procedures and must be completed before July 1, 2028. The bill automatically applies to local tax caps adopted prior to the effective date and does not require local governments to amend their existing tax cap provisions. The purpose appears to be giving local governments flexibility in how they implement tax cap override procedures, allowing them to choose between current and previous versions of the law. The bill would take effect immediately upon passage.
