This bill modifies how public sewer districts handle unpaid sewer charges by changing the notification method from certified mail to first-class mail when customers have outstanding balances. The bill allows sewer districts to place liens on properties with unpaid charges, which will have priority above all liens except for state and county taxes. If sewer charges remain unpaid for more than three months, the district can disconnect the customer's sewer line or request that water service providers (such as water companies, water supply districts, or municipalities) discontinue water service to the customer. Additionally, the bill requires water service providers to share customer records with sewer districts upon request to help calculate sewer service charges. Before establishing new sewer charges, districts must hold public hearings and provide at least 30 days' notice. Delinquent charges will bear interest and can be enforced through legal suit or foreclosure, with the lien being treated similarly to state and county tax liens.
