This bill requires the director of Wyoming's Department of Family Services to request a waiver from the United States Department of Agriculture to exclude certain "accessory foods" from the Supplemental Nutrition Assistance Program (SNAP, commonly known as food stamps). The bill defines "accessory foods" as snack and dessert items like potato chips, ice cream, cookies, and candy, as well as complementary food items like coffee, tea, carbonated drinks, condiments, and spices. The director must submit the first waiver request by July 1, 2026, and if the waiver is granted, SNAP benefits would be prohibited from being used to purchase these accessory foods. If the initial waiver is not granted, the director must continue to submit waiver requests annually until success is achieved. The bill aims to restrict the use of government nutrition assistance to more essential food items by preventing the purchase of what are considered non-nutritional or luxury food products through SNAP benefits.
