This bill establishes deadlines for political subdivisions, such as cities and counties, to approve, approve with conditions, or deny building permit applications, categorizing permits into six levels based on the type and size of the project, with Level 1 permits for smaller residential repairs and maintenance having a 30-business-day deadline, Levels 2, 3, and 4 for larger residential, commercial, or site-related projects having a 60-business-day deadline, Level 5 for repetitive single-family home construction having a 12-business-day deadline, and Level 6 for single-family homes in disaster recovery areas having a 10-business-day deadline, unless the applicant waives the deadline in writing, and requires political subdivisions to notify applicants within five business days if their application is incomplete, otherwise it's considered complete, and mandates a 10% reduction in the permit fee for each business day a deadline is missed, with exceptions for applicant-caused delays or agreed-upon extensions, and also allows for immediate construction in designated rebuilding areas after a natural disaster, provided a permit is applied for within 30 days.
