This bill allows farm vehicles and motor vehicles with a gross vehicle weight rating (GVWR) of 26,001 pounds or more to be registered permanently by paying seven times the annual registration fee. The permanent registration is vehicle-specific and cannot be transferred to another vehicle, and if the vehicle is sold, the registration must be canceled and license plates returned to the state's director of revenue. The bill specifies that the permanent registration fee includes not only standard vehicle registration fees, but also any emblem use authorization fees and compensation fees for department of revenue fee offices. The Missouri Department of Revenue is authorized to issue distinctive registration tabs for permanently registered vehicles and to create rules for implementing this new registration option, with the understanding that any such rules must comply with existing state administrative procedures. The permanent registration option will become available after August 28, 2026, and provides vehicle owners with an alternative to annual registration renewals, potentially reducing administrative burden for owners of farm vehicles and large commercial vehicles.
