This bill modifies the Tourism Supplemental Revenue Fund by creating a new special fund in the state treasury that can receive appropriations from the general assembly, as well as gifts, contributions, grants, or bequests from federal, private, or other sources. The fund will be administered by the state treasurer, who is required to invest the moneys in the same manner as other funds, with any earned interest credited back to the fund. The moneys will be used exclusively by the division of tourism of the department of economic development to carry out its statutory duties. The bill removes previous complex provisions about calculating deposits based on tourism-related sales tax increases and eliminates specific expiration dates. Additionally, the bill requires the division of tourism to present a promotional marketing strategy to the special committee on tourism in the house of representatives and the economic and workforce development committee in the senate before making appropriations, detailing targeted markets, market plans, strategies, and estimated investment returns. Unlike previous versions of the law, the moneys in the fund will not be subject to being swept into the general revenue fund at the end of a biennium.
