This bill modifies the existing law regarding alternative county highway commissions in Missouri, changing how these commissions can be established, maintained, or abolished. Currently, an alternative county highway commission becomes operational only after being approved by a majority vote of county voters. The bill now provides an additional method for abolishing such a commission: through a vote by the county's governing body, in addition to the existing voter referendum process. If a county chooses to abolish its alternative highway commission, it must then select between two governance options: the traditional county highway commission (defined in sections 230.010 to 230.110) or the provisions outlined in sections 231.010 to 231.130. The bill removes language that previously allowed counties to automatically revert to the traditional county highway commission and instead requires an explicit choice between the two alternative governance structures. This change gives county governments more flexibility in managing their highway infrastructure oversight while ensuring a clear, deliberate process for changing administrative structures.
