This bill modifies campaign contribution requirements by introducing new rules for solicitations and recurring contributions. Specifically, all solicitations must clearly state which committee will benefit from the funds, the percentage of the donation the committee will receive, and any other business or entity that will receive a portion of the contribution. For recurring contributions, which are donations made on a regular basis, a contributor must give explicit agreement, meaning simply not unchecking a pre-filled box will not be considered consent. Committees accepting recurring contributions must provide a receipt detailing the frequency, duration, and cancellation information, and must terminate future deductions if requested by the contributor. Violations will require immediate return of the contribution and may result in civil penalties. Additionally, recurring contributions made to support or oppose a candidate or ballot measure will automatically end after the election, unless the candidate wins a primary election, in which case the contributions can continue until the general election.
