This bill modifies provisions relating to health care by establishing new rules for the MO HealthNet program, which is Missouri's Medicaid program, concerning clinical pathology services. It mandates that MO HealthNet recognize and reimburse the "professional component" of these services, which refers to the physician's medical judgment in interpreting lab tests, at a minimum of thirty percent of the approved technical component fee schedule, with payments going directly to the physician or their assignee. The bill also updates licensing requirements for wholesale drug distributors, pharmacies, drug outsourcers, and third-party logistics providers, allowing for temporary licenses and reciprocal licensing from other states based on comparable standards, and introduces an alternative eligibility for out-of-state entities with accreditation from the National Association of Boards of Pharmacy. Additionally, it introduces new definitions and requirements for health benefit plans, including MO HealthNet and other state-sponsored programs, regarding the payment of anesthesia services, prohibiting policies that impose time limits or exclude all anesthesia time in payment calculations, and clarifies that these rules apply to excepted benefit plans as well.
