AI Summary
This bill enhances privacy protections for certain individuals by restricting the Bureau of Motor Vehicles (BMV) from selling personal information of people under 21 years old, over 65 years old, or anyone who chooses to opt out. The bill requires the BMV to provide a clear and easily accessible method for individuals to opt out of having their personal information sold. Additionally, the bill prohibits any recipient of BMV personal information from selling or disclosing information about individuals in these protected categories. The legislation also maintains existing provisions that allow personal information to be shared for specific purposes such as government functions, motor vehicle safety, legal proceedings, research, and insurance-related activities. To address potential financial impacts, the bill allows the state board of finance to transfer funds to the BMV to offset any funding shortfalls resulting from these new restrictions, with this provision set to expire on July 1, 2028. These changes are designed to give individuals more control over their personal information and protect vulnerable populations from unnecessary data distribution.
