AI Summary

This bill reduces the required waiting period for retired Kansas Public Employees Retirement System (KPERS) members who are hired by a school district to teach from 60 or 180 days to just 45 days, specifically for positions requiring a teaching license or certificate. The bill aims to help alleviate teacher shortages by making it easier for retired teachers to return to work in schools. Under the new provisions, a retirant can be hired in a teaching position 45 days after retirement without losing their retirement benefits, provided they do not have a prearranged agreement with the school district. The participating employer will still be required to pay certain employer contributions to the retirement system based on the retirant's compensation. This change is part of the "Kansas teacher shortage relief act" and applies to school districts participating in the KPERS system. The bill includes language emphasizing that any rights created can be amended or nullified by future legislative action, and it will take effect upon publication in the Kansas register.
