This bill requires health insurance carriers and health benefit plans in Missouri to provide coverage for orthotic and prosthetic devices and services, including original and replacement devices, as prescribed by a physician. The coverage must be at least equal to the annual and lifetime benefit maximums for basic health care services, and any co-payments, coinsurance, deductibles, and out-of-pocket expenses for these devices must not exceed the most common amounts applied to basic health care services. The bill specifically defines "health carrier" and "health benefit plan" using existing definitions in state law and applies to health plans delivered, issued, continued, or renewed in the state on or after January 1, 2010. Importantly, the bill does not apply to supplemental insurance policies such as accident-only policies, specified disease policies, Medicare supplement policies, or short-term major medical policies of six months or less. The legislation aims to ensure that individuals with medical needs requiring orthotic or prosthetic devices have consistent and comprehensive insurance coverage for these essential medical devices.
