Districts must now submit comprehensive annual reports to multiple state agencies, including detailed information about services provided, revenues, expenditures, board meeting dates, and resolutions, along with a signed affidavit attesting to the report's accuracy. The state auditor will now calculate and publicly post a compliance grade for each district, with districts receiving a zero grade for failing to submit timely reports. Additionally, the bill introduces potential consequences for non-compliant districts, including the possibility of board dissolution or district termination by the municipal governing body if a district fails to provide proper notice or achieves less than an 80% compliance grade. If terminated, a district must cease tax collection, satisfy its debts, and return remaining funds to taxed entities proportionally, with the municipality bearing no liability for the district's remaining obligations.
