This bill establishes a legal framework for law enforcement agencies in New Hampshire to possess portions of human remains specifically for training cadaver detection dogs (also called cadaver canines). The bill requires written consent from either the deceased's next of kin or a prior legal document from the deceased consenting to body donation for scientific or law enforcement training. The consent must explicitly identify the specific body parts to be used and be maintained by both the law enforcement agency and the funeral home. After training is complete, all remaining human remains must be returned to the designated funeral home for proper disposition. The Department of Safety will be responsible for creating protocols to ensure respectful handling and secure storage of human remains, and will conduct periodic audits to ensure compliance. The bill defines "portions of human remains" as identifiable human tissue, bone, or other anatomical material from a deceased individual. Violations of the guidelines could result in disciplinary action or other penalties, and the law will take effect 60 days after passage.
