This bill aims to protect parental rights in raising children according to their biological sex and modifies regulations regarding breast surgeries for minors. Specifically, it clarifies that raising a child consistent with their biological sex, including how they are referred to and medical or mental health decisions made based on that sex, will not be considered child abuse or endangerment, nor will it be a basis for removing a child from a home, terminating parental rights, or disqualifying individuals from adoption or child-placing agency licensing. The bill also allows minors to undergo breast reduction surgery if elected in consultation with their primary care physician, particularly when the procedure is to alleviate physical discomfort that restricts exercise and activity, in addition to existing exceptions for gynecomastia, congenital deformities, and symptomatic macromastia.
