AI Summary
This bill modifies the procedures for withdrawing from a cooperative school district, allowing a majority of voters in a single withdrawing district to approve the withdrawal, and requiring a "supermajority" (meaning a significantly larger majority than a simple majority) of voters in that district to vote in favor for it to be conclusive evidence of withdrawal. It also changes the process for closing elementary and high schools, requiring a vote by residents across all municipalities served by the school district, but provides an option for the local governing body of a municipality to preserve a school if it's slated for closure. If a municipality chooses to preserve a school, its governing body must enter into an operating agreement with the school district, and if they fail to agree, the state board of education will make the final decision. Furthermore, all school administrative units and cooperative school districts must comply with these new provisions, and every three years, school boards of single-district, cooperative, and administrative units must review their operating documents and report their findings and recommendations.
