This bill modifies how money is spent from certain funds managed by the Department of Natural Resources, specifically the Natural Resources Protection Fund and the Missouri Air Emission Reduction Fund. Starting July 1, 2027, money collected from air pollution permit fees will be used for the air pollution control program, and importantly, a portion of state general revenue sales and use taxes derived from electric power distribution will be transferred to this fund annually, with these funds not reverting to the general revenue at the end of a biennium. Additionally, the bill changes the rules for when unexpended balances in the Natural Resources Protection Fund subaccounts revert to the general revenue fund, with a significant change occurring on July 1, 2027, after which these balances will no longer revert. The bill also removes a provision that allowed the state treasurer to deposit money from air emission inspection fees into the general revenue fund if the state's net general revenue did not increase by at least two percent in the previous fiscal year, meaning these fees will now consistently go to the Missouri Air Emission Reduction Fund for its intended purposes.
