This bill establishes the "Hope Missouri" Act, which creates a new office within the state's Office of Administration designed to help Missouri residents overcome barriers to self-sufficiency. The office will use "Hope Navigators" to assist participants in developing personalized care plans that address individual goals related to employment, skill development, housing, and basic needs. Participants must be legal U.S. residents aged 16 or older (with parental consent if under 18) and participation is voluntary. The office will operate a statewide toll-free "hope line" and website to connect individuals with services, and will coordinate among state agencies, nonprofits, and community organizations to provide comprehensive support. Hope Navigators will be community-embedded resources who help participants develop actionable steps to achieve immediate, intermediate, and long-term personal goals by connecting them with relevant community resources and opportunities. The goal is to holistically support individuals in maximizing their potential, improving independence, and building a more prosperous future by addressing specific barriers to self-sufficiency such as employment challenges, skill gaps, and basic needs.
