This bill establishes a registration process for certain children's homes that allows them to register with a qualified association instead of obtaining a traditional state license. To be eligible, a child care facility must register with an established child care organization that has existed for at least 20 years, publishes written care standards, and has a board of directors capable of oversight. The registration process requires facilities to annually submit detailed information about their operations, including capacity, leadership, personnel, and compliance with fire, safety, and health standards. Registered facilities that wish to accept foster children must provide additional annual reporting to the Children's Division about the children in their care. Facilities must have written contracts with parents or guardians detailing services, charges, and medical consent procedures. All personnel must undergo background checks, and facilities remain subject to existing state and local health and safety regulations. The registration certificate will be valid for two years, and facilities can choose to apply for a traditional license if they prefer. The bill includes provisions for corrective action, suspension, or revocation of registration for non-compliance.
