This bill modifies the composition and operation of the Clean Water Commission in Missouri by updating several key provisions. The commission will continue to consist of seven members appointed by the governor and confirmed by the senate, with no more than four members from the same political party. The bill removes a previous restriction about members' income sources and instead requires the commission to establish rules for members to exempt themselves from discussions and votes when potential conflicts of interest exist. The bill also preserves existing provisions about meeting frequency (at least four regular meetings per year), quorum requirements (four members), and members' eligibility, while emphasizing that members must personally exercise their duties and that all commission actions must occur in open public meetings. Members will continue to be reimbursed for travel and other necessary expenses incurred while performing their duties.
