This bill modifies provisions related to workforce training programs by establishing a "Workforce Diploma Program" to help individuals over 21 earn a high school diploma and develop career skills, with payments to approved program providers tied to student milestones like earning credits or obtaining industry-recognized credentials. It also enacts the "Missouri Higher Education Workforce Policy Prioritization Act" to develop a new funding model for public higher education institutions that aligns funding with workforce needs and student success, and revises the "Fast Track Workforce Incentive Grant" program by increasing income thresholds for eligibility and ensuring eligible training providers have a minimum of twelve months of continuous operation. Additionally, the bill transfers and renames sections related to the Missouri Workforce Development Board, formerly known as the Missouri Workforce Investment Board, to new section numbers within the higher education and workforce development statutes, and allows the governor, in consultation with this board, to approve eligible workforce training programs for the federal workforce Pell grant program.
