This bill modifies local government permitting processes by establishing new requirements for how political subdivisions (local government entities) handle permit applications. The bill mandates that when an applicant submits a permit request for construction or renovation of residential, commercial, or industrial buildings, the political subdivision must respond within 30 calendar days. If no response is received within that timeframe, the request is automatically approved. When denying a request, the political subdivision must provide a detailed written explanation, including specific citations for code violations or a thorough description of why a professionally stamped design is insufficient. If a request is deemed incomplete, the political subdivision must provide written reasons and give the applicant 10 calendar days to resubmit with additional information. The bill also prevents political subdivisions from introducing new denial reasons in subsequent reviews that were not included in the initial denial, and establishes a reset mechanism for the 30-day review period if the request is initially found to be incomplete. These provisions aim to streamline and standardize the local permitting process, providing more transparency and predictability for applicants.
