This bill modifies Missouri's laws regarding concealed carry permits by allowing permit holders to display digital copies of their permits on electronic devices, in addition to physical permits, when interacting with law enforcement. Specifically, the bill updates two sections of law (571.121 and 571.230) to clarify that carrying a digital photograph or digital version of a concealed carry permit on an electronic device is equivalent to carrying a physical permit. If a permit holder fails to show their permit when requested by a peace officer, they can be issued a citation of up to $35, but this failure will not be considered a criminal offense. The bill also reaffirms that the Director of Revenue is immune from liability related to issuing concealed carry permits on driver's licenses, noting that the director was merely acting as a "scrivener" (record-keeper) based on the sheriff's determination of the person's permit qualifications. These changes apply to both standard concealed carry permits and lifetime or extended concealed carry permits in Missouri.
