This bill establishes the Missouri Respond, Innovate, Succeed, and Empower (RISE) Act, which requires public higher education institutions to adopt policies that make it easier for students with disabilities to obtain accommodations. The bill outlines six types of documentation that institutions must accept as sufficient evidence of disability, including Individualized Education Programs (IEPs), Section 504 service records, Americans with Disabilities Act (ADA) plans, evaluations from licensed professionals, disability records from other institutions, and documentation of disability related to military service. Institutions are allowed to establish even less burdensome criteria for proving disability status and must create a transparent, explicit process for determining accommodation eligibility. The institutions are required to communicate this information in accessible formats, including during student orientation and on their public websites. The coordinating board for higher education is authorized to create rules to implement the act, with the provision that such rules must comply with existing state administrative rulemaking procedures. The goal of the bill is to streamline and simplify the process for students with disabilities to receive necessary accommodations in higher education settings.
