This bill updates insurance requirements for Transportation Network Companies (TNCs), such as Uber or Lyft, and their drivers by modifying existing Florida law. The bill extends the effective date to July 1, 2026, and establishes detailed insurance coverage requirements for different stages of a TNC driver's work: when they are logged into the digital network, when they have accepted a ride but no passenger is in the vehicle, and when a passenger is in the vehicle. For rides without a passenger, drivers must maintain primary automobile liability coverage of at least $50,000 for death and bodily injury per person, $100,000 per incident, and $25,000 for property damage, along with personal injury protection and uninsured motorist coverage. When a passenger is in the vehicle, the required coverage increases to $1 million in primary automobile liability coverage. The bill specifies that these insurance requirements can be met by the driver's personal insurance, the TNC's insurance, or a combination of both. Additionally, if a driver's personal insurance lapses or does not provide the required coverage, the TNC must provide coverage beginning with the first dollar of a claim. Drivers must also carry proof of insurance and be prepared to disclose their status (logged in or on a ride) in the event of an accident.
