This bill allows electrical corporations, which are companies that provide electricity, to charge customers for certain construction work in progress, meaning costs incurred for projects that are not yet completed or in service. Specifically, it permits these companies to include the costs of building new nuclear-fueled electric generating facilities, referred to as "clean baseload generating plants" and defined as facilities operating at six hundred megawatts or less, in their rate base, which is the value of the utility's assets used to provide service and on which it can earn a return. This provision, part of the "Missouri Nuclear Clean Power Act," aims to facilitate the construction of these plants and allows their costs to be factored into customer bills even before they are fully operational, with certain limitations and oversight from the commission, and is subject to refund if costs are deemed imprudently incurred or if the project is significantly delayed.
