This bill establishes the "Missouri Teachers Matter Grant Program" (MTM), which creates two types of grants for teachers: an MTM district grant and an MTM state grant. The MTM district grant provides up to $1,000 from state appropriations matched by $1,000 from school district funds, awarded to teachers who renew their contract before June 1st. The MTM state grant offers up to $4,000, distributed in two $2,000 installments between December and January, and between May and June, to qualified teachers who complete at least 40 hours of self-directed duties. Qualified teachers must have a valid teaching certificate, receive annual compensation, have satisfactory performance evaluations, and not already receive a teacher baseline salary supplement. Self-directed duties can include coaching, mentoring, additional training, tutoring, helping with college preparation, and organizing events. Teachers must maintain a log of these activities and sign an agreement with their school district. The grants are not considered bonuses and are subject to collective bargaining. The program is set to sunset after six years unless reauthorized, with the goal of providing additional compensation and incentives for teachers who go above and beyond their standard contract requirements.
