This bill requires the Director of National Intelligence and heads of intelligence community elements to conduct a comprehensive declassification review of COVID-19-related intelligence within 180 days of enactment. The review will focus on two main areas: first, the origins of COVID-19, including research at the Wuhan Institute of Virology, Gain of Function research details, and funding sources; and second, efforts by Chinese government officials to obstruct information sharing about the pandemic. Specifically, the bill mandates investigations into attempts to disrupt research, limit information sharing with the US, allies, the UN, and World Health Organization, pressure researchers and governments, and promote alternative narratives about the pandemic's origins. After the review, the intelligence community must make appropriately declassified documents publicly available, with necessary redactions to protect sources and methods, and submit an unredacted version to congressional intelligence committees. The bill aims to increase transparency surrounding the COVID-19 pandemic's origins and the initial response by providing more access to classified intelligence information.
