This bill appropriates a total of $540,000 from the public school foundation program account to the Wyoming Department of Education to establish and support a full-time literacy position for K-3 reading programs. Specifically, $240,000 is allocated for the salary and benefits of one full-time employee to help school districts implement reading programs, with no more than $120,000 to be spent annually from July 1, 2026, to June 30, 2028. An additional $300,000 is designated for contractual services, referred to as "900 series" which typically covers external professional services, to support this literacy position, with a yearly limit of $150,000 for the same two-year period. The bill mandates that the Department of Education report on the expenditure of these funds to the joint education interim committee by December 1, 2026, and annually thereafter. It also expresses the legislature's intent for the department to include these appropriations and the literacy position in its future budget requests and specifies that any unexpended funds will revert to the state at the end of the appropriation period. This act will take effect on July 1, 2026.
