The assessment will examine existing programs, participation rates, and potential requirements for these programs to meet reliability standards set by regional transmission entities, reduce customer consumption during emergencies, avoid increasing local air pollution from fossil fuel generators, and be cost-effective. The Department of Energy is required to submit a report detailing its findings, best practices, and recommendations for implementing these programs to specific legislative committees by November 1, 2026.
