AI Summary

This bill requires the Department of Corrections (DOC) to provide comprehensive personal hygiene products in commissaries at state correctional institutions and county jails, with specific pricing and product requirements. For state correctional institutions, the bill mandates that at least two varieties of 18 different personal hygiene products (such as deodorant, shampoo, toothpaste, and razors) be sold at no more than 125% of the benchmark retailer's price, and an additional set of six culturally sensitive products (like hair products for types 2, 3, and 4 hair and cocoa-butter-based lotion) be sold at no more than the benchmark retailer's price. The bill also requires the DOC to provide each state inmate with a monthly $25 personal hygiene stipend to purchase these products. Similarly, for county jails and houses of correction, sheriffs must provide the same product varieties at prices set by the DOC, with inmates receiving a $25 monthly personal hygiene stipend beginning on their 91st day of confinement. To fund these stipends, the bill allocates $6,450,000 to the DOC for each year of the 2025-2027 biennium, ensuring inmates have access to essential personal care items at affordable prices.
