providing procedures and requirements for adoption of certain rules on plan policies and procedures; requiring specified persons to regularly update the Legislature on certain information; providing a timeline for the operation of the plan; prohibiting certain health insurance policies and contracts from being sold in this state on and after a specified date; requiring an analysis of specified capital expenditure needs; providing reporting requirements;
