This bill modifies how vacancies are handled in certain New Hampshire state offices. For executive councilors and state senators, the bill requires that if a vacancy occurs, the governor (or governor and council) must declare a special election within 21 days. However, no special election can be held after March 15 in the second year of the legislative biennium. Importantly, for state representatives, the bill introduces a new provision that vacancies will simply remain unfilled, meaning no special election or replacement will occur. The bill also applies this same approach to delegates to state party conventions. The changes will take effect 60 days after the bill's passage. This approach appears designed to potentially reduce the administrative burden and cost of filling certain temporary political vacancies, particularly in the latter half of a legislative term.
