This bill expands existing New Hampshire state law regarding flag display in schools by adding requirements for public charter schools and public academies to display both United States and New Hampshire state flags in their buildings. The bill specifies that flags must be at least 5 feet long and 31 inches wide, and must be displayed prominently outside the school building or conspicuously in the main assembly room. The law now explicitly requires that when both flags are displayed on the same staff, the U.S. flag must be positioned above the state flag, and when possible, they should be on separate staffs of equal height. The bill also permits local school boards to accept monetary donations for acquiring flags and related equipment. Notably, the legislation includes provisions allowing private schools to opt out of these requirements if their local school board approves an exemption based on religious or political beliefs, and it clarifies that schools are not prohibited from displaying additional flags or banners. Schools receiving education freedom accounts (except for in-state elementary or secondary schools) are excluded from these requirements. Any school board members who fail to comply with the flag display regulations can be found in violation of the law, and the new regulations will take effect 60 days after the bill's passage.
