This bill amends the Florida Retirement System's Senior Management Service Class (SMSC) by expanding participation requirements for judicial branch employees. Effective July 1, 2026, the Chief Justice of the Supreme Court will be authorized to select up to 235 additional non-judicial managerial or policymaking positions within the judicial branch to be included in the SMSC. The bill also mandates that the Executive Director and General Counsel of the Florida Judicial Qualifications Commission must participate in this retirement class. Currently, the SMSC already includes positions like the State Courts Administrator, Deputy State Courts Administrators, Supreme Court Clerk, and various other judicial administrative roles. The bill maintains existing provisions about designation processes for positions within state attorney and public defender offices, such as requirements that designated positions must be managerial or policymaking and filled by employees serving at the pleasure of their agency. By expanding the SMSC, the bill aims to provide a standardized retirement system for high-level judicial branch employees while giving the Chief Justice discretion in selecting which additional positions will be included.
