This bill modifies the existing law regarding the Safety Education and Training Fund assessment by increasing the annual cap on funds that can be levied from 1% to 2% of total workers' compensation benefits paid by licensed insurance carriers and self-insured employers. Specifically, the bill allows the Department of Labor to assess and collect up to 2% of the total workers' compensation benefits (excluding medical payments) from all licensed carriers and self-insured employers during the most recent calendar year for which data is available. This assessment will be used to fund the safety education and training program, with each carrier or employer being charged a proportional amount based on the workers' compensation benefits they have paid. The change will provide more resources for the safety education and training program while maintaining the proportional assessment method that ensures each employer contributes fairly based on their workers' compensation payments.
