This bill creates the "Purple Alert System" within the Department of Public Safety to help locate missing persons with developmental disabilities who are in immediate danger. The system defines developmental disabilities broadly, including mental, cognitive, intellectual, and brain injuries that do not stem from substance abuse. By July 1, 2027, the department will develop a comprehensive alert and training program that requires law enforcement to take specific actions when a person with a developmental disability is reported missing, such as immediately disseminating critical information, contacting media outlets, informing on-duty officers, and communicating with surrounding county law enforcement agencies. The training program will also focus on crisis intervention, teaching officers how to understand developmental disabilities, de-escalate interactions, and respond effectively to missing person emergencies. The department is responsible for establishing policies and procedures, implementing the alert system, and creating rules that comply with state administrative regulations. This system aims to enhance community awareness and support for individuals with developmental disabilities and improve emergency response strategies when they go missing.
