Recognizing both the immense potential and unknown risks of AI technology, the bill directs the National Academy of Sciences to create a comprehensive grant program that encourages research into AI safety and risk mitigation. The Director of the National Academy of Sciences is required to develop guiding principles and ethical considerations through consultation with industry, government, academia, and other stakeholders, using a public comment process. Within one year of the Act's enactment, the Director must submit a detailed proposal to congressional science committees, including an evaluation of existing AI models, their current safety protocols, and methodologies for assessing societal benefits and risks. The proposal must also outline a process for soliciting and evaluating grant proposals, identifying areas requiring additional AI safety research, and determining whether grant recipients have achieved their promised outcomes. The overarching goal is to ensure AI is developed in a manner that prioritizes security, reliability, and alignment with human values.
