This joint resolution clarifies that the titles appearing in brackets next to section numbers in the Utah Constitution, which were added for convenience starting in 1967 and have been included in amendments since 1990, do not hold any substantive legal meaning and are merely descriptive. The Utah Legislature has determined that removing these brackets is a technical edit, not a change to the Constitution's substance. Therefore, the resolution directs the Office of Legislative Research and General Counsel, which prepares the Constitution for publication, to stop using brackets around these titles in future constitutional amendment resolutions and in the next published version of the Utah Constitution. Copies of this resolution will also be sent to the Utah Attorney General, the Chief Justice of the Utah Supreme Court, and legal publishers WestLaw and LexisNexis.
