This bill amends the Public Health Service Act to require health centers receiving federal grants to equip their public restrooms with baby changing tables, ensuring they are physically safe, sanitary, and appropriate. The bill provides several exceptions to this requirement, such as for restrooms not accessible to the public, restrooms with clear signage directing users to alternative changing facilities on the same floor, or situations where installing a changing table would require unfeasible new construction. The legislation defines a "baby changing table" as an elevated structure designed to support and retain a child up to 30 pounds in a horizontal position for diaper changing. The bill allows grant funds to be used for acquiring and installing these tables and signs, and gives the Secretary of Health and Human Services flexibility to extend compliance deadlines or waive requirements under extenuating circumstances. The bill does not override more stringent state or local regulations regarding baby changing tables and authorizes an additional $5 million to help health centers comply with the new requirement. The provisions will apply immediately to newly acquired, constructed, or substantially renovated facilities, and to all other facilities within five years of the Act's enactment.
